Yes appropriate tools and supplies is an issue but even getting the model kits is also an issue. For paint spraycans are available and so is the airbrush. Recently i am seeing some modelling related tools being available in Bangalore. Supplies we have to make do with "jugaad".

As for the book I remember seeing magazines on working rail scale models in british library in India. They were fun to read.

No offence but just being curious.

Since there is not much of a change in the basics of kit building, these still hold true. what new is addition of power tools and new choises and materials for the supplies.
